The system consists of a low torque drive unit, a unique diamond abrasive disc for use on hard metals, a carbide abrasive disc for soft metals and a protective finger guard. Using only the slightest pressure, the rotating abrasive disc is passed back and forth across the constriction abrading successive layers of material until a full-thickness cut is made. 

An accessory to the system is the Mooney Ring Spreader™, a unique, patented instrument designed to spread the constriction so that it can be easily removed.
